Rules and Regulations

 

INTENT

It is Pickleball Virginia Beach’s intent to provide the public with a safe environment that maximizes the use and enjoyment of all activities. The following rules and regulations apply to all members and guests.

 

1.0 HOURS OF OPERATION

1.1 Pickleball Virginia Beach will be open from 7:00 AM to 10:00 PM, seven (7) days a week (subject to change with 24-hour notice). Holidays may have different hours of operation and will be posted on our website in advance.

1.2 Pickleball Virginia Beach reserves the right to close the facility, delay opening, close early, or suspend operations at any time due to inclement weather, emergencies, safety concerns, or other circumstances beyond its reasonable control.

 

2.0 USE OF Pickleball Virginia Beach PROPERTY

2.1 Pickleball Virginia Beach is a privately operated facility open to the public and offers pickleball courts and various amenities. Members and guests are expected to conduct themselves appropriately. Management reserves the right to refuse access or service to anyone who violates these Rules and Regulations.

2.2 As part of the City Park system, no person shall damage any tree, plant, or natural element on Pickleball Virginia Beach property.

2.3 No person shall harm, frighten, kill, trap, hunt, chase, capture, shoot, or throw objects at any mammal, bird, reptile, or amphibian on Pickleball Virginia Beach property.

2.4 Use of pickleball courts and other recreational activities requires payment and registration unless Pickleball Virginia Beach waives the fee in writing.

2.6 All guests participating in any activity must sign a waiver. Parents or guardians must sign waivers for minor children.

2.7 No child under the age of 15 is permitted on the property without an adult present unless participating in a supervised program, clinic, or camp. Parents/guardians must register minors, sign waivers, and ensure compliance with all rules. Children must be picked up promptly after scheduled activities. Failure to do so may result in revocation of the minor’s facility privileges.

2.8 Members and guests must be respectful of others and limit noise when possible. Members may play music only when the facility is not playing music and no other music is present. If another member or staff member requests that it be turned off, it must be turned off immediately.

2.9 Members and guests are welcome to bring food and non-alcoholic beverages for personal consumption within the facility. Food is not permitted on the pickleball courts. Food and beverages intended for group consumption, such as team snacks, post-game spreads, or organized gatherings, require prior written approval from Pickleball Virginia Beach. If approved, the group is responsible for fully cleaning up after themselves and leaving the area in the same or better condition than they found it. Any damage to the facility resulting from group food or beverage consumption will be the financial responsibility of the member who requested approval. Pickleball Virginia Beach reserves the right to seek reimbursement for repair or replacement costs resulting from such damage.

2.10 In the event of a lightning alarm, all members and guests must move to a protected area.

2.11 Commercial photography, video recording, or related equipment is not permitted without prior approval from Pickleball Virginia Beach.

2.12 Any person behaving inappropriately or disrespectfully toward staff or others may have their privileges revoked. Prohibited behavior includes, but is not limited to, harassment, inappropriate language toward others, verbal or physical altercations, fighting, or conduct deemed disruptive, unsafe, or threatening.

2.13 Balloons are not permitted on the premises without express permission from Pickleball Virginia Beach.

2.14 Courts are designated exclusively for pickleball-related activities. No other sports, recreational activities, games, or non-pickleball uses are permitted on the courts without prior authorization from Pickleball Virginia Beach

 

3.0 MEMBERSHIP

3.1 Pickleball Virginia Beach offers various membership options, which are posted on Pickleball Virginia Beach’s website at PickleballVB.com. To access or use the facility, an individual must have a valid membership, purchase a day pass, or be registered for an event, league, tournament, lesson, clinic, or other authorized activity taking place at the facility. Applicable fees and charges are posted online and on-site.

3.2 Only individuals 18 years or older may hold a membership. If a parent or guardian joins on behalf of a minor, they are responsible for ensuring compliance with all rules and must sign a waiver on the minor’s behalf.

3.3 Membership automatically renews unless and until Membership is terminated according to this Agreement.

3.4 Members are required to sign a waiver one time. If a membership lapses for more than 30 days, a new waiver must be signed.

3.5 Pickleball Virginia Beach reserves the right to modify Membership fees or associated fees based on market conditions and other correlative business factors. Pickleball Virginia Beach shall notify Members in advance of increases to afford Members the opportunity to terminate pursuant to the termination policy before experiencing a rate increase.

3.6 Pickleball Virginia Beach reserves the right to charge additional fees at the going rate if a Member requests usage outside the Member’s Membership benefits allotment.

3.7 Membership does not include use of facilities for tournaments, special events, space rental, parties, or other such reserved functions that require separate admission. Members may receive priority treatment for such reservation requests and will be accommodated whenever possible.

3.8 A Member may terminate Membership by notice in writing to Pickleball Virginia Beach at any time, for any reason or for no reason. Upon Pickleball Virginia Beach’s receiving written notice of such termination, the Member’s Membership shall cease upon the end of the billing period during which notice is provided. All fees due for Membership up to and including the end of the billing period shall be due and payable upon termination if not already paid. Fees are not prorated based on notice but are assessed on a monthly basis and charged accordingly.

3.9 If a terminating Member elects to re-engage in membership, all then-current fees associated with initiation and Membership shall apply to the Member’s new membership, and the Member must sign a new membership agreement.

3.10 If a former Member desires to renew Membership, such Member receives no priority treatment and will be offered Membership based on then-current availability and waitlist status.

3.11 Pickleball Virginia Beach reserves the right to terminate or suspend the membership of any member who, in the sole determination of Pickleball Virginia Beach, violates Pickleball Virginia Beach’s Rules and Regulations, engages in conduct deemed unbecoming, or acts in a manner disruptive to other members or staff. Upon termination, all membership privileges will be revoked immediately. Pickleball Virginia Beach may, at its discretion, prorate and refund unused membership dues, minus any outstanding fees or charges for damages caused to Pickleball Virginia Beach property

3.12 Pickleball Virginia Beach reserves the right to modify, add, or discontinue membership types, fees, rates, benefits, programs, services, amenities, court access policies, and pricing structures at any time in its sole discretion. Any such changes will be communicated to members in accordance with applicable policies. In the event Pickleball Virginia Beach makes a material change to membership pricing, benefits, or access policies, affected members will be provided reasonable notice of such change. Any member who does not wish to continue their membership under the revised terms may cancel their membership by providing written notice to Pickleball Virginia Beach within thirty (30) days of the announcement of the change.

4.0 MEMBER GUEST POLICIES 

4.1 Members may bring a number of guests for a fee per month depending on Membership type.

4.2 Each guest must sign all then-current waivers and releases provided by Pickleball Virginia Beach before participating in any activities.

4.3 Members assume responsibility for the conduct of their guests; any guest infractions may be assessed against the Member and lead to suspension or termination of a Member’s Membership.

 

5.0 PET POLICY

5.1 Domestic pets, including dogs, are not permitted at Pickleball Virginia Beach, except for Service Animals as defined by the Americans with Disabilities Act of 1990 (42 U.S.C. § 12102).

5.2 Service animal owners or handlers are responsible for cleaning up and properly disposing of all animal waste. Service animals may not threaten personal injury, create a public nuisance, cause excessive noise, or otherwise disrupt facility operations. Aggressive or uncontrolled service animals may be removed from the premises at Pickleball Virginia Beach’s sole discretion and in accordance with applicable law.

5.3 Service animals must remain on a leash or under appropriate handler control at all times while on Pickleball Virginia Beach property. An exception to the leash requirement is permitted only when the handler’s disability prevents the use of a leash or when a leash would interfere with the service animal’s ability to safely and effectively perform its specific work or tasks. In such cases, the handler must maintain effective control of the animal through voice commands, signals, or other effective means.

5.4 In accordance with the Americans with Disabilities Act (ADA), Virginia law, and applicable public health and animal control ordinances, service animals must maintain current vaccinations and licensing pursuant to Sections 6-31 and 6-32 of the Code of Ordinances of the City of Virginia Beach, Virginia.

5.5 Pickleball Virginia Beach may require compliance with applicable vaccination and licensing laws; however, staff and management shall not require or request vaccination records, certification paperwork, or other documentation except as otherwise permitted by law.

5.6 In accordance with applicable law, Pickleball Virginia Beach staff and property management are permitted to ask only the following questions to determine whether an animal qualifies as a service animal:

a. Is the dog a service animal required because of a disability?
b. What work or task has the dog been trained to perform?

5.7 Under the Americans with Disabilities Act (ADA), service animals are not exempt from behavioral standards. If a service animal is disruptive, aggressive, unhousebroken, poses a direct threat, or is otherwise not under effective control, Pickleball Virginia Beach staff, property management, or applicable authorities may take appropriate action consistent with applicable law.

5.8 If a service animal is actively misbehaving, Pickleball Virginia Beach staff may:

a. Address the handler and clearly identify the unacceptable behavior.
b. Request that the handler immediately bring the animal under control.
c. Require removal of the animal from the immediate area or premises if the handler cannot or does not successfully control the animal.
d. Permit the individual with the disability to return and obtain goods, services, or access the facility without the animal present, as permitted by law.

5.9 No additional documentation, identification, certification, vaccination paperwork, or details regarding a person’s disability may be required or requested except as otherwise permitted by law.

 

6.0 VEHICLES AND TRAFFIC

6.1 The only vehicular entrance is on South Birdneck Road. Members and guests are encouraged to carpool and park only in non-reserved spaces. 

6.2 Bicycles, electric bicycles, and other motorized mobility devices must be parked in designated areas and are not permitted on Pickleball Virginia Beach grounds.

6.3 Members and guests should not park in The Adventure Park at Virginia Aquarium to access Pickleball Virginia Beach unless otherwise told by the facility. Pedestrian gates are closed unless opened for a specific event, and property left behind cannot be retrieved after hours.

6.4 Skates, skateboards, roller skates, inline skates, and similar equipment are prohibited for safety reasons.

6.5 No vehicles may be left overnight.

6.6 RV parking is not permitted.

 

7.0 PICKLEBALL PLAY

7.1 All courts must be reserved in advance via the website, approved partner applications or front office. Payment is required at booking, and a waiver must be signed unless the reserving member has already completed one.

7.2 Cancellations made less than 24 hours before a reservation will result in the full court fee being charged. Cancellations made 4-24 hours before a reservation will receive facility credit. Reservations cancelled 4 hours before a reservation are non-refundable. The booking player must add all participants to the reservation to avoid being charged the entire amount.

7.3 Court availability and fees are listed on the website.

7.4 Credits will be issued for time courts are unplayable due to weather, in 30-minute increments. No credit will be given if 50 minutes or more of play has occurred.

7.5 Players under the influence of alcohol or drugs pose a safety risk. Pickleball Virginia Beach reserves the right to remove any player who appears intoxicated.

7.6 To ensure fair court access for all members, individuals or groups may not occupy more than one court at a time for a total of more than 6 players participating together as a single coordinated group. This includes but is not limited to informal tournaments, round robins, private clinics, and organized group sessions regardless of whether a fee is charged. Any organized group activity exceeding these limits requires prior approval from Pickleball Virginia Beach.

7.7 Games are self-officiated. All games will be played according to the 2026 USA Pickleball  Rulebook.

 

8.0 SAFETY

8.1 Members understand the inherent risks associated with the use of PIckleball Virginia Beach  facilities, equipment, and services, and all Members shall obey all safety instructions and rules.

8.2  Members shall indemnify and hold PIckleball Virginia Beach and its agents harmless from all losses, harm, damages, costs, or expenses, including property damage, personal injury, or death. Members shall indemnify and hold PIckleball Virginia Beach  and its agents harmless from all liabilities, claims, damages, costs, and expenses (including reasonable attorneys’ fees) related to any violation of this Agreement.

8.3 No handguns are prohibited on Club premises unless carried in accordance with applicable Virginia law. Individuals carrying a concealed handgun must possess a valid Concealed Handgun Permit (CHP) and a matching government-issued photo ID on their person at all times, as required by Virginia law.

8.4 Smoking or vaping is prohibited anywhere on the premises, including cigarettes, e-cigarettes, pipes, cigars, and chewing tobacco.

8.5 All bags are subject to inspection at any time.

8.6 Clear bags or size-restricted bags may be required during events.

 

9.0 ATTIRE

9.1 Court attire must include a shirt, shorts or skirts  or leggings, and proper court shoes.

9.2 Shirts and footwear are required in all indoor and dining areas.
